GILMER — Upshur County Precinct 1 Commissioner James Crittenden said Friday he recently met with Texas Railroad Commission officials about dangerous abandoned and unplugged oil wells on the county’s “school land” in West Texas — and discovered the county apparently “is not receiving the proceeds it is due from the oil and gas operations” on the property.
